I've got some tamoxifin citrate which is 20 mgs per mL, and it has a mL measurer. Can I just take the small mL just like that? I'll probably start at 40 mgs daily (for PCT), then taper to 10 eventually. It seems like if I just take that little mL it won't absorb because it's so small or something. I don't know. And, is it ok to take with a whole meal since it's only a mL or two?

What do you mean it won't absorb?
Keep in mind that 20mg of Nolvadex (weighed ingredient: tamoxifen) requires 30mg of tamoxifen citrate (weighed ingredient: tamoxifen citrate).
So if you want to do 40mg for a week, you do 3ml (60mg), and so on.
Just take it whenever you want, however you want. It has a long halflife, over a week, so you don't need to divide the dosing up.

then shouldn't ONE ML = 20Mg?

Citrate weighs half as much as tamoxifen. A 20mg tablet of Nolvadex is 30mg of tamoxifen citrate.
