Given that I'm still at a relatively early stage of development (19 years, 20 in sept), is there much benefit in supplementing with moderate-to-'harder' chems to augment my developed state (ie. physique in 2-3 years when I've stopped growing)?

Being an absolute novice, I wasn't thinking of hitting anything too hard anytime soon (dabbling in tribulus & tongkat atm). Though I am serious about getting to the gym, eating right etc.

Say in 6 months time I wanted to start supplementing in a serious way - provided it's a fairly conservative route - what would you recommended (if at all)?

I guess what's spurred me on to ask this is another member's comment (an old one, can't find it) along the lines of 'I wish I were that young again, given my knowledge of bb chems I would've been huuuge'.

I'm very involved with nootropics, so my neurochemistry is my number one priority.

Have you reached your natural potential yet?
If not I would hold off on all hormones until you reach that point.
Until then, there are many great muscle building aids that you can use. Such as:
Creatine
Beta-Alanine
Taurine
Leucine
BCAA's
Protein (Whey protein Isolate)

As far as eating right, you should be eating 1 gram of protein per pound of bodyweight per day. The ratio of carbs:fat: protein depends on your body's tendancy to store fat.
Try to consume your calories over the course of six meals per day. Eating frequently will keep your metabolism burning.

I'm not even suggesting hormones, rather the alteration of through conservative supplementation.

My post if anything is an expression of interest, or even curiosity's sake.

(What's the deal with beta-alanine? I'm familiar with & adherent to everything else)

Just do a search on beta-alanine, there is a ton of info on it.
I personally use it with creatine. I can definately tell a diference over time when it is included in my stack.
It also greatly helps with endurance, my friend is a golden glove fighter and uses it daily.

Agmatine sulfate via MAN's Blueprint (positively modulating neurochemistry and increased stamina) along with SyntheSIZE to maximize anabolic potential of food is likely the best you'll get outside of PH/AAS.

Beta alanine in bulk for the aforementioned reasons,as well as high dose fish oil and 1-2 tablespoons of Enova would also be money for the long term.Check out McDougal's Sexy Fats articles for the low down.
