I've had quite a few of those myself. When I first explored HRT, I asked a family practitioner to test for for a few different hormonal levels, including oestrogen. He snidely replied, "You don't have oestrogen, unless you've grown some ovaries."
Needless to say, I found another Doctor.

I elected to go the TD route, partially to assist in accomplishing the same thing you're trying to do.
Why? Since Testim, Androgel, et al are designed to have a mere %10 absorption rate, it is pretty simple to enhance the delivery system to get
at least double that by mixing with PhloJel, Penetrate, etc.
I also made sure that my level came in low-normal(around 500) by under-dosing slightly(by about 1/3rd) prior to my test re-checks. That way my newly prescribed dose(similarly slightly under-dosed

) bumped my up to high-normal(around 900) so with enhanced delivery I get a lot more.
Be careful though, come in too low and he may become suspicious. Somewhere out there I've seen formulas (spreadsheets?) that allow you to estimate blood levels based on the ester(1/2 life), dosage, time etc.
I think you're on the right track, though.
